Message dated July 19 and received July 20, stating the Governor                                    
signed the following bill and transmitted the engrossed and enrolled                                
copies to the Lieutenant Governor's Office for permanent filing:                                    
                                                                                                    
          SENATE BILL NO. 158 "An Act prohibiting the                                               
          imposition of municipal sales and use taxes on state                                      
          construction contracts and certain subcontracts; and
